Overview
Career Conversion Programmes (CCP) are initiatives administered by Workforce Singapore to support mid-career individuals, including new hires and existing employees, in transitioning into growth roles with strong long-term career prospects. The programmes focus on reskilling and role conversion to meet evolving workforce needs.
For employers, CCPs provide salary support during the training and transition period, helping to offset the cost of developing new capabilities. Each programme is aligned with Industry Transformation Maps and Jobs Transformation Maps, ensuring that talent is redeployed into roles that match current industry priorities and future workforce demand.
Eligibility
Criteria
The participant must be a Singapore Citizen or Permanent Resident.
The participant must be at least 21 years old and have completed full-time studies or National Service for a minimum of two years.
For new hires, the role being reskilled into must be substantially different from the individual’s previous job experience.
For existing employees, the new role must qualify as a growth job identified under the relevant Industry Transformation Maps or Jobs Transformation Maps.
The participant must not be a shareholder, immediate former employee, or related party to the employer’s owners.
The employer must be registered or incorporated in Singapore and hold a valid Unique Entity Number.
The employer must offer a full-time employment contract of at least one year and commit to structured On-the-Job Training arrangements.

Application Process
Review available Career Conversion Programmes and register your interest through the MyCareersFuture or conversion portal.
Identify a CCP that aligns with your industry sector and target role, such as manufacturing, ICT, or services.
The employer nominates a suitable candidate, either a new hire or an existing employee, for the selected programme.
Submit the CCP application through Workforce Singapore or the appointed programme partner system, together with the required documentation.
Provide supporting materials including the employment contract, training plan or curriculum, and detailed role descriptions.
Await application assessment and receive the formal approval or award notification.
Commence the training and conversion period, which may include structured On-the-Job Training and external courses where applicable.
Submit progress updates, monitoring reports, and supporting evidence during the training phase.
Complete the conversion period and confirm the successful transition into the designated growth job role.
Receive funding disbursement upon validation, in accordance with CCP guidelines and funding rules.

Recent Enhancements (Budget 2024 and MOM Updates)
Higher Salary Support Caps
Salary support limits have been increased to strengthen employer support during reskilling. For mature workers and long-term unemployed individuals, the monthly cap has been raised from SGD 6,000 to SGD 7,500. For other participants, the cap has increased from SGD 4,000 to SGD 5,000. Enhanced support rates of up to 90 percent may apply for mature participants aged 40 and above, as well as long-term unemployed individuals.
Expanded Eligibility for Existing Employees
Previously, only employees in roles deemed at risk were eligible for reskilling support. This has been expanded to include any existing employee, provided the new role qualifies as a growth job under the relevant Industry Transformation Maps or Jobs Transformation Maps.
Structured Career Planning Support
Structured Career Planning initiatives have been introduced to help employers and HR teams better manage the reskilling and conversion journey. This includes workshops, career planning frameworks, and access to tools and resources to support long-term workforce development.
Stacking and Complementary Support
Career Conversion Programmes can be supported under the SkillsFuture Enterprise Credit to help employers offset out-of-pocket costs. CCPs may also be combined with other workforce development initiatives, subject to prevailing guidelines.
Key Compliance Considerations
Employers must not commence training or incur costs before CCP approval is granted. The role must meet the criteria of a growth job or demonstrate substantial job conversion. Strict adherence to reporting, documentation, and compliance requirements is required, and all training must fall within the approved CCP structure.
