Overview

The Enterprise Compute Initiative (ECI) is a national programme introduced under Budget 2025 to accelerate the adoption of artificial intelligence across Singapore enterprises. The initiative enables companies to access cloud-based compute resources and AI infrastructure, complemented by advisory and consultancy support to develop proof-of-concept or minimum viable AI solutions.

Designed as a catalytic, short-term intervention, ECI helps prepared enterprises kickstart AI transformation through practical implementation and structured change management. The programme is administered by Digital Industry Singapore, a joint office comprising the Economic Development Board, the Infocomm Media Development Authority, and Enterprise Singapore.

Eligibility
Criteria

  • The applicant must be a company registered or incorporated in Singapore, with an active physical presence locally.

  • The company must employ at least 10 staff based in Singapore.

  • Senior leadership sponsorship, at the CEO or equivalent level, is required to support the initiative.

  • The company should have an in-house technology, AI, or data team comprising at least two relevant roles, such as software engineers or data specialists.

  • Prior experience in developing custom AI solutions, such as proof-of-concept or pilot deployments, is expected.

  • The company must have relevant and accessible datasets available for project development.

  • Sufficient organisational capacity, including resources, funding, and governance support, is required to complete the project.

  • Participants are expected to deliver a working Minimum Viable Product along with defined change management outcomes within the programme period.

Application Process

  • Select a participating Cloud Service Provider and initiate partnership arrangements, such as Microsoft or AWS.

  • The chosen Cloud Service Provider connects the company with appointed consultant partners or system integrators experienced with the selected platform.

  • Submit a proposal outlining proposed AI use cases, data readiness, implementation roadmap, and targeted outcomes or MVP scope.

  • The proposed use cases are reviewed to assess business impact, organisational readiness, and technical feasibility.

  • Upon approval, the company undergoes programme onboarding and receives access to cloud credits, development tools, and consultancy support.

  • Work with the assigned consultant partners to develop, test, iterate, and integrate the Minimum Viable Product.

  • Define a plan to operationalise and scale the solution beyond the MVP stage.

  • Complete project delivery by demonstrating the MVP, validating change management and adoption, and evidencing business value.

  • Submit required performance, progress, or outcome reports in line with programme requirements.

  • Engage in post-programme discussions with Digital Industry Singapore or relevant agencies on next-phase AI or compute support.

Additional Information

Microsoft Agentic AI Accelerator (under ECI)
Participating companies may receive up to SGD 250,000 in Azure cloud credits, along with access to AI tools and structured training resources. In addition, the government co-funds up to 70 percent of eligible consultancy costs, capped at SGD 105,000 per enterprise. The programme is expected to support up to 300 Singapore-based companies.

AWS AI Springboard (under ECI)
Eligible companies may receive a baseline of up to SGD 350,000 in AWS cloud credits, with the potential for additional credits through complementary AWS programmes. Government support for consultancy costs is available up to SGD 105,000 per enterprise. The initiative similarly targets up to 300 participating companies.

Assessment Approach
Applications are evaluated based on the expected business impact of the proposed AI use cases, organisational and infrastructure readiness, and the viability of the implementation roadmap. Meeting basic eligibility criteria alone does not guarantee selection.

Programme Design and Timeline
ECI is structured as a short-term, catalytic programme intended to accelerate early-stage AI transformation. Projects typically run for approximately six months, with a strong emphasis on delivering a functional Minimum Viable Product and achieving measurable change management outcomes.

Scope of Support
Support under ECI includes access to cloud and compute credits, AI platforms, and development tools from participating cloud service providers. Consultancy and implementation support is provided through appointed partners to assist with AI roadmap planning, MVP development, and organisational change management. The combined support value, inclusive of cloud credits and consultancy funding, can reach up to SGD 555,000 per enterprise. A co-payment model applies, with enterprises generally expected to cover around 30 percent of consultancy costs.
