Overview

The Company Training Committee (CTC) partnership with NTUC offers a transformative approach for business and workforce development. CTCs, established by over 1,000 companies, collaborate with key leaders to create business roadmaps, undergo digital reboot programs, and redesign workforces for future needs. Success stories include Gardens by the Bay and Certact Engineering, showcasing increased productivity, workforce upskilling, and successful business diversification.

NTUC provides a Training and Placement Ecosystem, supporting CTCs through Operation & Technology Roadmap processes. The new NTUC CTC Grant, managed by e2i, offers funding of up to 70% for qualifying transformation projects, fostering collaboration for enhanced enterprise capabilities and workforce skills.

Eligibility
Criteria

  • The organisation must be registered or incorporated in Singapore, including societies, non-profit entities, and social enterprises.

  • A Company Training Committee (CTC) must be established, consisting of senior management and employee or union representatives.

  • The proposed project must focus on local staff who are Singapore Citizens or Permanent Residents.

  • The company must commit to delivering at least one worker outcome, such as a wage increase, a Career Development Plan (CDP), or a recurrent skills allowance.

Application Process

  1. Establish or verify an existing CTC within the organisation, involving both management and worker or union representatives.

  2. Create a transformation plan that outlines expected enterprise improvements and workforce outcomes.

  3. Secure formal endorsement from the CTC committee.

  4. Submit the application through the e2i Grant Portal, as only online submissions are accepted.

  5. If approved, receive a Letter of Award (LOA) detailing project terms and funding conditions.

  6. Carry out the project and fulfil the committed outcomes.

  7. Submit claims with the required supporting evidence within four weeks after the project’s completion.

 
 

Additional Information

The CTC Grant is available from 1 August 2022 to 31 July 2026, supported by approximately S$200 million in government funding, with plans to extend the initiative through 2028. Organisations may submit multiple applications, provided each project introduces a distinct scope of work. All projects must integrate both enterprise transformation—such as digitalisation, innovation, or job redesign—and workforce transformation, including wage growth, career advancement, or skills development.

No. Both unionised and non-unionised companies can form a CTC. For non-unionised companies, NTUC or e2i will help facilitate the process by pairing the company with the relevant union or labour representatives so that a valid CTC can be established.

In most cases, a project cannot be double-funded through overlapping grants. However, companies may use different grants for different components of a broader transformation plan, as long as each component is clearly separated and not funded twice. e2i may request clarification during evaluation if there are overlaps.

Worker outcomes must be measurable and directly linked to the project. Common examples include wage increments, structured Career Development Plans (CDPs), redesigned job scopes, or recurrent skills allowances tied to new competencies. Outcomes must benefit Singapore Citizen or PR employees and must be verifiable during claim submission.

Project duration varies, but most organisations complete their transformation plans within 6 to 18 months. Timelines must be realistic and aligned with the project scope. Grant claims must be submitted within four weeks of project completion, along with evidence of the committed worker outcomes.

Applications may be rejected if the project lacks clear workforce outcomes, does not show a convincing case for transformation, overlaps with other funded initiatives, or has insufficient alignment between the enterprise improvements and the benefits to workers. In some cases, rejection occurs if the CTC is not properly formed or if the proposal does not meet funding criteria for costs like training or equipment.
